Strengthening Planning, Budgeting, and Participation of Persons with Disabilities through Minister of National Development Planning/Bappenas Regulation No. 7 of 2026

Introduction

On 7 August 2026, the Minister of National Development Planning/Head of the National Development Planning Agency of the Republic of Indonesia enacted Regulation of the Minister of National Development Planning/Head of the National Development Planning Agency Number 7 of 2026 concerning the Implementation of Government Regulation Number 70 of 2019 concerning the Planning, Implementation, and Evaluation of the Respect for, Protection of, and Fulfilment of the Rights of Persons with Disabilities (“Minister of National Development Planning/Bappenas Regulation 7/2026”), which came into force on 1 September 2026. Minister of National Development Planning/Bappenas Regulation 7/2026 provides technical and operational guidelines for ministries/agencies and regional governments in formulating, implementing, and evaluating development policies, programs, and activities that are inclusive of Persons with Disabilities, including in the aspects of planning, budgeting, and reporting.

The enactment of Minister of National Development Planning/Bappenas Regulation 7/2026 was prompted by the need to strengthen the governance and coordination of inclusive development planning for Persons with Disabilities at the central and regional levels. In addition, Minister of National Development Planning/Bappenas Regulation 7/2026 establishes the National Action Plan for Persons with Disabilities (RAN PD) for the 2026–2029 period as a guideline for implementing disability-inclusive development programs and activities. This Regulation also strengthens mechanisms for the participation of Persons with Disabilities and stakeholders at every stage of planning, implementation, and evaluation as part of efforts to ensure the respect for, protection of, and fulfilment of the rights of Persons with Disabilities in accordance with the laws and regulations

Key Provisions

• National Action Plan for Persons with Disabilities (RAN PD) 2026–2029

Regulated under Articles 3 to 6, the RAN PD is a five-year medium-term planning document at the central level, prepared with reference to the Master Plan for Persons with Disabilities (RIPD) and the National Medium-Term Development Plan. The RAN PD for the 2026–2029 period is set out in full in Appendix I, which contains the strategic objectives, policy directions, implementation strategies, indicators, activities, and annual targets of each ministry/agency. Article 3 paragraphs (3) and (4) affirm that the RAN PD applies to all groups of Persons with Disabilities, including children, adults, and older persons, with due regard to a gender perspective — children with disabilities, particularly girls, are specifically identified as having unique multidimensional and multisectoral needs.

To implement the RAN PD, Article 5 requires the Minister to establish a coordination team for the implementation of the RAN PD at the central level, consisting of representatives from multiple ministries/agencies and representatives of organizations of Persons with Disabilities. The team is tasked, among other things, with:

1. 1. coordinating the preparation and implementation of the RAN PD;

   2. reviewing the draft Provincial RAD PD;

   3. monitoring and evaluating the implementation of the RAN PD and Provincial RAD PD;

   4. conducting a review;

   5. providing consultation regarding the preparation of the Disability Budget Statement;

   6. submitting an implementation report to the Minister for submission to the President.

In addition, ministries/agencies and regional governments are required to take into account the specific needs of Persons with Disabilities throughout all stages of planning, implementation, and evaluation, including in the areas of social protection, education, health, empowerment, protection from violence, and the provision of physical access, information, services, and inclusive policies. The fulfilment of such needs shall be carried out by involving Persons with Disabilities in the formulation of development policies, programs, and activities.

• Procedures for Preparing the Provincial RAD PD

Articles 7 to 10 provide that the Provincial RAD PD is a five-year planning document at the provincial level prepared with reference to the RIPD and RAN PD and must be aligned with the regional long-term and medium-term development plans. The Governor is responsible for coordinating its preparation and establishing the Provincial RAD PD, which may be included as an appendix to a Regional Regulation if the relevant region formulates a Regional Regulation concerning the fulfilment of the rights of Persons with Disabilities. Article 9 requires the Governor to establish a coordination team for the implementation of the Provincial RAD PD, with the Provincial Regional Development Planning Agency serving as the coordinator, involving provincial as well as regency/municipal regional apparatus and local organizations of Persons with Disabilities.

The technical procedures for preparing the Provincial RAD PD, as referred to in Article 10, are further elaborated in Appendix II, which establishes seven standard steps:

• Disability-Inclusive Planning and Budgeting Instruments

Articles 11 to 21 regulate inclusive planning and budgeting mechanisms through two channels, namely mainstreaming disability issues into general policies and formulating specific policies for Persons with Disabilities. These two channels are implemented through two mandatory instruments as provided under Article 14 paragraph (2), namely:

• • Data-Based Disability-Inclusive Analysis: an assessment of the gaps between Persons with Disabilities and Persons without Disabilities based on age, sex, barriers and needs, types of disability conditions, and existing potential; and

  • Disability Budget Statement: a document demonstrating that a program/activity and its cost allocation have been specifically designed to address disability-related gaps.

At the central level, Articles 17 to 19 require ministries/agencies to prepare both instruments in alignment with the preparation of the Ministry/Agency Work Plan (Renja-K/L) and Ministry/Agency Budget and Work Plan (RKA-K/L), with the Ministry of National Development Planning/Bappenas acting as coordinator. A similar mechanism applies at the regional level pursuant to Articles 20 and 21, under which the instruments are prepared concurrently with the Regional Apparatus Work Plan (Renja-SKPD) and Regional Apparatus Budget and Work Plan (RKA SKPD). The technical procedures for preparing these two instruments, as referred to in Article 14 paragraph (3), are further elaborated in Appendix III.

• Budget Tagging for Persons with Disabilities

Articles 22 to 24 regulate the budget-tagging mechanism at the central level to ensure that government budgetary resources are allocated effectively and efficiently to support the achievement of the RAN PD targets. Budget tagging is carried out for ministry/agency output details that support the implementation of the RAN PD and may be adjusted at any time based on the needs and agreement of the parties. Its implementation is carried out by the RAN PD Implementation Coordination Team, while the Ministry of National Development Planning/Bappenas coordinates the process through the planning and budgeting information system, which is implemented in line with the process of preparing the RKA-K/L.

• Participation of Persons with Disabilities and Stakeholders

Article 34 provides that Persons with Disabilities and stakeholders may participate in the processes of planning, implementation, and evaluation relating to the respect for, protection of, and fulfilment of the rights of Persons with Disabilities. Such participation may be carried out through soliciting input from organizations of Persons with Disabilities and stakeholders, including through the Disability Thematic Forum, which is conducted in conjunction with development planning and budgeting forums at the national and regional levels. At the national level, the Disability Thematic Forum is coordinated by the Minister together with the ministers responsible for government affairs in the fields of finance and domestic affairs, while at the provincial and regency/municipal levels it is coordinated by the Regional Development Planning Agency, and at the village/urban village level by the unit responsible for development planning affairs. The results of such input-gathering constitute one of the considerations in development planning deliberations at the national and regional levels.

Furthermore, Article 35 authorizes the Minister to establish technical guidelines concerning the monitoring, evaluation, and reporting of the implementation of the RAN PD and Provincial RAD PD.

• Participation of Other State Institutions

Article 36 provides that state institutions other than ministries/agencies and regional governments may also participate in the implementation of the RAN PD in accordance with their respective duties and authorities. The other state institutions referred to are institutions established pursuant to laws and regulations and shall continue to participate by taking into account the planning and budgeting mechanisms and governance applicable to each institution.

Such participation shall be carried out by submitting information regarding programs and/or activities supporting the implementation of the RAN PD to the Minister. Such information shall subsequently be used as material for evaluating and reporting on the implementation of the RAN PD.

Closing

Minister of National Development Planning/Bappenas Regulation 7/2026 strengthens the framework for inclusive development planning, implementation, and evaluation for Persons with Disabilities, both at the central and regional levels. The regulation covers the preparation of the RAN PD and Provincial RAD PD, the integration of disability issues into planning and budgeting processes, budget tagging, and the involvement of Persons with Disabilities and stakeholders in the development process.

With these provisions in place, ministries/agencies and regional governments need to ensure that the needs of Persons with Disabilities have been taken into account in policies, programs, activities, and budget allocations, and are supported by adequate monitoring, evaluation, and reporting mechanisms. The involvement of Persons with Disabilities through the Disability Thematic Forum also constitutes an important element in ensuring that the policies and programs formulated are more inclusive, responsive, and aligned with needs on the ground.
