Commodity Futures Trading Regulatory Agency Regulation Number 2 of 2026 Officially Enacted: All Warehouses in the Warehouse Receipt System Are Now Required to Comply with Indonesian National Standards

Introduction

On 15 July 2026, the Commodity Futures Trading Regulatory Agency enacted and brought into force Commodity Futures Trading Regulatory Agency Regulation Number 2 of 2026 on the Establishment of Warehouse Requirements for Goods Stored under the Warehouse Receipt System (“Bappebti Regulation 2/2026”).

Bappebti Regulation 2/2026 establishes the implementation of the Indonesian National Standards (Standar Nasional Indonesia – “SNI”) as the mandatory technical standards to be satisfied by all warehouse infrastructure used in the administration of the Warehouse Receipt System (Sistem Resi Gudang – “SRG”). Bappebti Regulation 2/2026 aims to establish uniform standards for warehouse operations while ensuring that storage facilities comply with the nationally applicable technical requirements.

Bappebti Regulation 2/2026 updates the warehouse requirements applicable to the Warehouse Receipt System by requiring compliance with 6 (six) Indonesian National Standards (SNI) for warehouses and Conformity Assessment Bodies (Lembaga Penilaian Kesesuaian – “LPK”), while simultaneously revoking Commodity Futures Trading Regulatory Agency Regulation of the Republic of Indonesia Number 2 of 2021 on the Technical Requirements for Controlled Atmosphere Storage (CAS) Warehouses under the Warehouse Receipt System (“Bappebti Regulation 2/2021”), which previously focused only on the technical specifications of Controlled Atmosphere Storage (CAS) warehouses for agricultural commodities.

Compared with Bappebti Regulation 2/2021, Bappebti Regulation 2/2026 expands the scope of warehouse types (Flat Warehouses, Silos, Controlled Atmosphere Storage (CAS), and Cold Storage) covering 30 (thirty) categories of goods and commodities across the agricultural, fisheries, and mining sectors. It also shifts the technical standards approach from internally defined warehouse classifications to direct integration with the applicable Indonesian National Standards (SNI). Through the implementation of the SNI, the Commodity Futures Trading Regulatory Agency (Bappebti) seeks to ensure the safety, quality, and availability of stored goods while providing legal certainty for Conformity Assessment Bodies (LPK) in conducting conformity assessments and issuing warehouse certificates in accordance with the applicable standards.

Obligation to Comply with Indonesian National Standards (SNI)

Pursuant to Article 2 paragraph (1), every warehouse intended to be used in the administration of the Warehouse Receipt System must comply with the applicable technical requirements under the Indonesian National Standards (SNI).

Furthermore, Article 2 paragraph (2) provides that where the applicable SNI is amended or revised by the competent authority, the warehouse technical requirements shall automatically follow the updated SNI.

Assessment Guidelines for Conformity Assessment Bodies (LPK)

Pursuant to Article 3, a Conformity Assessment Body (LPK) is authorized to issue a warehouse certificate after conducting a conformity assessment of the warehouse intended to be used in the administration of the Warehouse Receipt System.

In conducting such assessment, the LPK is required to comply with Bappebti’s provisions regarding warehouse technical requirements and to use the requirements set out in the Appendix to Bappebti Regulation 2/2026 as the basis for the assessment and certification process.

Classification of Warehouses and Commodities (Appendix)

Pursuant to the Appendix to Bappebti Regulation 2/2026, Bappebti specifies 30 (thirty) categories of goods together with the corresponding warehouse SNI standards that must be complied with.

The operational requirements include the following:

·      Flat Warehouses used for the storage of paddy, rice, corn, coffee, cocoa, pepper, tea, copra, tin, soybeans, and other commodities must comply with SNI 7331:2021.

·      Silo Warehouses used for storing paddy and corn must comply with SNI 8278:2021.

·      Warehouses used for storing rubber commodities must comply with SNI 19-1674-1989.

·      Warehouses used for storing raw salt commodities must comply with SNI 8446:2022.

·      Controlled Atmosphere Storage (CAS) warehouses used for storing shallots must comply with SNI 9174:2023.

·      Cold Storage Warehouses used for commodities such as shallots, fish, frozen chicken carcasses, dried fish (ikan kayu), and smoked fish must comply with SNI 8661:2023.

Transitional Provisions

Pursuant to Article 4, Bappebti Regulation Number 2 of 2026 provides a transitional period for warehouse operators to comply with the applicable technical requirements.

Warehouses that had obtained operational approval from Bappebti before the entry into force of this Regulation, namely before 15 July 2026, shall remain valid and may continue to operate.

However, warehouse operators are required to adjust their warehouse infrastructure and facilities to comply with the provisions of Bappebti Regulation Number 2 of 2026 no later than 1 (one) year after this Regulation comes into force, namely by 15 July 2027.

In addition, applications for warehouse approval that remain under process at the time Bappebti Regulation Number 2 of 2026 entered into force shall continue to be processed, provided that such applications are first adjusted to comply with the technical requirements based on the Indonesian National Standards (SNI) as stipulated under Bappebti Regulation Number 2 of 2026.

Bappebti Regulation Number 2 of 2026 establishes the Indonesian National Standards (SNI) as the primary reference for warehouse technical requirements.

Compared with the previous regulation, which focused on the technical standards of specific warehouse types, Bappebti Regulation Number 2 of 2026 expands the scope of warehouse types and commodities while integrating national standards as the basis for assessment. This approach is expected to enhance the safety, quality, and reliability of goods storage under the Warehouse Receipt System.

For warehouse operators and Conformity Assessment Bodies (LPK), Bappebti Regulation Number 2 of 2026 imposes an obligation to align warehouse infrastructure, operational procedures, and assessment and certification mechanisms with the applicable Indonesian National Standards (SNI).

Warehouses that had obtained operational approval before the entry into force of this Regulation may continue to operate but must complete the required adjustments no later than 15 July 2027. Meanwhile, warehouse approval applications that remain under process must first be adjusted to comply with the Indonesian National Standards (SNI) requirements stipulated under Bappebti Regulation Number 2 of 2026 before the approval process may proceed.

Through the implementation of uniform technical standards nationwide, Bappebti Regulation Number 2 of 2026 is expected to strengthen the governance of the Warehouse Receipt System, enhance legal certainty for businesses and Conformity Assessment Bodies (LPK), and reinforce confidence in the commodity storage system as an instrument supporting trade, financing, and the stability of the national supply chain.
