Minister of Industry Regulation No. 22 of 2026 Mandates the Compulsory Implementation of the Indonesian National Standard (SNI) for Safety Glass for Buildings and Panels

Introduction

On 15 July 2026, the Minister of Industry of the Republic of Indonesia enacted Minister of Industry Regulation No. 22 of 2026 on the Compulsory Implementation of the Indonesian National Standard for Safety Glass for Buildings and Panels ("MOI Regulation 22/2026"), which was promulgated on 31 July 2026. MOI Regulation 22/2026 mandates the compulsory application of the Indonesian National Standard (Standar Nasional Indonesia or "SNI") to laminated safety glass and toughened safety glass products for buildings and panels, including provisions governing certification, the affixing of the SNI Mark, and the procedures for supervising their circulation within the territory of Indonesia.

The Government issued MOI Regulation 22/2026 to ensure public security, health, and safety against risks arising from the use of glass materials in buildings and panels. Through this regulation, the Government also seeks to enhance the competitiveness of the domestic safety glass industry, promote fair and equitable business competition, and ensure the availability of safety glass products that comply with prescribed quality standards in the domestic market.

Key Provisions

  • Mandatory SNI Compliance and Exemptions

Pursuant to Articles 2 and 5, every business actor that manufactures, imports, and/or distributes Safety Glass for Buildings and Panels within the jurisdiction of Indonesia is required to comply with the applicable mandatory SNI requirements. The applicable standards comprise SNI 9144-1:2022 for laminated safety glass and SNI 9144-2:2022 for toughened safety glass. However, this obligation does not apply to products that possess specific technical characteristics subject to separate standards, products used as testing specimens for the purpose of obtaining an SNI Certificate, or products used as research and development samples (up to a maximum of 10 sheets), provided that such products are not sold or otherwise transferred. 

  • Certification System and Validity Period

Article 6 provides that compliance with the SNI shall be demonstrated through a conformity assessment under the Type 5 certification scheme, which requires an audit of the production process, an audit of the implementation of the ISO 9001:2015 quality management system, and product quality conformity testing. An SNI Certificate issued under this scheme shall remain valid for 5 (five) years and shall apply only to 1 (one) production facility.

Furthermore, pursuant to Articles 30 and 31, certified products must bear the SNI Mark and an electronic mark. The use of such marks requires the issuance of an SNI Mark Usage Approval Letter (Surat Persetujuan Penggunaan Tanda SNI or "SPPT SNI") by the competent authority, which shall remain valid for 1 (one) year. 

  • Requirements for Overseas Manufacturers (Imports) 

To accommodate imported products, Article 11 requires an Overseas Manufacturer to appoint an Authorized Representative established in Indonesia. Such Authorized Representative must be an Indonesian legal entity, act exclusively as the importer of the products of the manufacturer it represents, and maintain control over a warehouse located within the same area as, or in close proximity to, its registered place of business. Pursuant to Article 46, the Authorized Representative bears full responsibility for ensuring the quality of all foreign-branded Safety Glass for Buildings and Panels distributed by it.

  • Trademark Licensing and Toll Manufacturing Arrangements

Article 12 governs Trademark Licensing and Toll Manufacturing arrangements for the production of Safety Glass for Buildings and Panels. Under both arrangements, the SNI Certificate for the licensed trademark shall be held by the Industrial Company or the Overseas Manufacturer acting as the trademark licensee or toll manufacturer, respectively.

A Trademark Licensing arrangement may only be entered into where both the trademark licensor and the trademark licensee each hold a valid SNI Certificate for their respective trademarks. Under a Toll Manufacturing arrangement, the toll manufacturer must already possess a valid SNI Certificate for its own trademark.

Under both arrangements, the recipient must obtain a license to manufacture Safety Glass for Buildings and Panels using the trademark owned by the trademark licensor or the toll manufacturing principal. In addition, where the trademark licensor or the toll manufacturing principal is domiciled outside Indonesia, it must appoint an Authorized Representative or a Company Representative as the license holder responsible for the use of the trademark within Indonesia.

  • Certification Process and Timelines

Applications for the issuance of an SNI Certificate must be submitted electronically through SIINas by an Industrial Company or an Overseas Manufacturer through its Authorized Representative. Where an applicant operates more than one production facility, a separate SNI Certificate application must be submitted for each production facility.

Document Verification

The Head of the Agency shall verify the accuracy of the application form and the completeness of the supporting documents within no later than 3 (three) working days from receipt of the application.

Document Clarification

If any non-conformity is identified, the applicant must submit clarification and/or complete the required documents within no later than 5 (five) working days from the date the request is made. Failure to comply within such period shall result in the application being deemed withdrawn.

Evaluation of Conformity Assessment Results

After the Product Certification Body (Lembaga Sertifikasi Produk or "LSPro") completes the conformity assessment process and submits the complete assessment results to the Head of the Agency, the Head of the Agency shall conduct an evaluation within no later than 5 (five) working days. If the evaluation confirms that the conformity assessment has been conducted in accordance with the applicable requirements, the Head of the Agency shall issue validation. Conversely, where any non-conformity is identified, the Head of the Agency shall require the LSPro to provide clarification through SIINas.

Issuance of the SNI Certificate

Upon obtaining the electronic mark as evidence of validation by the Head of the Agency, the LSPro shall issue the SNI Certificate within no later than 5 (five) working days, deliver the certificate to the applicant, and upload it to SIINas.

Transitional Provisions

MOI Regulation 22/2026 provides a transitional period to enable business actors to comply with the mandatory SNI requirements. Pursuant to Article 62, the regulation shall become effective 6 (six) months after its promulgation. During the transitional period, Certificates of Conformity and SNI Mark Usage Approval Letters (SPPT SNI) issued under National Standardization Agency Regulation No. 2 of 2017 and remaining valid shall continue to be recognised as SNI Certificates and SPPT SNI, provided that they are brought into compliance with the provisions of MOI Regulation 22/2026 no later than 18 (eighteen) months after the regulation becomes effective.

Safety Glass for Buildings and Panels that has already been affixed with the SNI Mark under the previous regulatory framework is exempt from the requirement to affix the electronic mark. Products manufactured domestically or imported that are produced or have completed customs formalities within a period of no later than 18 (eighteen) months after MOI Regulation 22/2026 becomes effective, as well as products manufactured or imported before the regulation becomes effective, may continue to be distributed until they reach the end user.

Meanwhile, business actors that submitted applications for product certification for the use of the SNI Mark prior to the effective date of MOI Regulation 22/2026 and whose conformity assessment process is still pending are required to adjust such process to comply with the provisions of this regulation.

Closing

MOI Regulation 22/2026 strengthens the regulatory framework governing the compulsory implementation of the SNI for Safety Glass for Buildings and Panels by introducing more comprehensive requirements covering certification, the use of the SNI Mark and electronic mark, supervisory mechanisms, and transitional provisions for business actors. By providing a transitional period, the Government allows business actors sufficient time to align their certification processes, documentation, and compliance measures with the new requirements before the mandatory SNI regime becomes fully effective.

Accordingly, Industrial Companies, Overseas Manufacturers, Authorized Representatives, and other business actors involved in the manufacture and distribution of Safety Glass for Buildings and Panels should promptly prepare to comply with the mandatory SNI requirements, which will become effective on 15 February 2027.
