Digitalization of Assistance Implementation
Regulation 4/2026 provides for the implementation of housing construction assistance and the provision of special houses through a digital-based information system as set forth in Article 2 paragraph (3). Regulation 4/2026 adds Article 2 paragraph (3a), which provides that the implementation of the system is adjusted to application availability and/or information system advancement. Furthermore, Regulation 4/2026 repeals the provisions of Article 2 paragraph (2) and Article 2 paragraph (9).
Local Wisdom and the Use of Roof Tile Materials
Regulation 4/2026 adds Article 2 paragraph (3b), which provides that construction implementation may apply local wisdom in the use of building materials, building components, and construction techniques. This revision adds a provision for proposers to attach a new requirement document, namely a Proposal Letter from religious leaders/traditional leaders/community leaders/heads of mass organizations (if any), complementing the existing administrative document requirements and by name by address (BNBA) data.
