Regulation of the Minister of Agriculture Number 07 of 2026 Establishes Classification of Technical Implementation Units to Enhance Testing Services and the Production of Food Crop Seeds
Introduction
On April 6, 2026, the Ministry of Agriculture (“MoA”) issued Regulation of the Minister of Agriculture Number 07 of 2026 on the Classification of Food Crop Assembly and Testing Technical Implementation Units within the Agricultural Assembly and Modernization Agency ("MoA Regulation 07/2026"). MoA Regulation 07/2026 governs the classification of Technical Implementation Units (Unit Pelaksana Teknis, “UPT”) that handle the assembly, standard formulation, and testing of food crops based on the operational capacity of each unit.
As stipulated in the considerations, the Minister of Agriculture issued MoA Regulation 07/2026 to evaluate the determination of organizational size based on the workload and complexity of the duties and functions of the Technical Implementation Units. This arrangement is deemed necessary to regulate the operational classification of Food Crop Assembly and Testing Technical Implementation Units within the Agricultural Assembly and Modernization Agency.

General Provisions and Definitions
Article 1 of MoA Regulation 07/2026 sets forth definitions that explain the operational scope and working procedures of the Technical Implementation Units. Under Article 1, a UPT is defined as an organizational unit that carries out technical operational and/or supporting duties of the parent organization. Furthermore, this article defines Classification, Indonesian National Standard (Standar Nasional Indonesia, “SNI”), Draft SNI (Rancangan SNI, “RSNI”), and classifies assessment criteria into Primary Variables (technical workload) and Supporting Variables (administration). This framework provides clarity on coordination and service delivery mechanisms in the food crop sector.
Basic Criteria and Scope of Technical Services
Based on Article 2 through Article 9 as well as Article 13, the government classifies UPTs using criteria that reflect operational activities. These criteria are divided into Primary Variables with an assessment weight of 80%, focusing on technical duties, and Supporting Variables with an assessment weight of 20%, focusing on administrative functions. The government stipulates that Technical Implementation Units:

Develop cultivation technology packages through agricultural engineering;

Formulate Draft SNI (RSNI);

Produce certified source seeds comprising breeder seeds, foundation seeds, and stock seeds;

Implement a quality management system certified by external institutions to ensure service reliability;

Conduct testing and standard conformity assessment services.
Assessment Standards for the Implementation of Engineering and Assembly
Based on Article 4 paragraph (1), Article 5, Article 14 letter a, Article 15 paragraph (1), and Annex I, the government stipulates indicators and weights to assess the technical capacity of UPTs in engineering activities as part of the Primary Variables with an assessment weight of 25%. The assessment team assigns a Standard Score of 1 (low), 2 (medium), or 3 (high) based on the achievement of the following sub-variables:

Assembly of New High-Yielding Varieties (15% Weight): UPTs receive a score of 2 if they release ≤ 1 new high-yielding variety, and a score of 3 if they release > 2 varieties.

Cultivation Technology Packages (10% Weight): UPTs receive a score of 2 if they produce ≤ 1 technology package, and a score of 3 if they produce > 1 technology package.
Assessment Standards for the Formulation of Food Crop RSNI
Based on Article 4 paragraph (2), Article 6, Article 14 letter b, Article 15 paragraph (2), and Annex I, the government stipulates indicators and weights to assess the contribution of UPTs in standard formulation as part of the Primary Variables with an assessment weight of 20%. The assessment team assigns a Standard Score of 1 (low), 2 (medium), or 3 (high) based on the achievement of the following sub-variables:

Realization of Draft SNI (RSNI) Formulation (10% Weight): UPTs receive a score of 2 if they produce ≤ 1 Draft SNI (RSNI), and a score of 3 if they produce > 1 Draft SNI (RSNI).

Realization of the National Standard Formulation Program (Program Nasional Penyusunan Standar, “PNPS”) Proposals (10% Weight): UPTs receive a score of 2 if ≤ 1 proposal is approved, and a score of 3 if > 1 proposal is approved.
Assessment Standards for Source Seed Production
Based on Article 4 paragraph (3), Article 7, Article 14 letter c, Article 15 paragraph (3), and Annex I, the government stipulates indicators and weights to assess source seed production as part of the Primary Variables with an assessment weight of 15%. The assessment team assigns a Standard Score based on production achievements as follows:

UPTs receive a score of 1 if they produce ≤ 32 units of certified source seeds;

UPTs receive a score of 2 if they produce 33 to 38 units of certified source seeds; and
-
UPTs receive a score of 3 if they produce > 38 units of certified source seeds.
Assessment Standards for the Service Quality Management System
Based on Article 4 paragraph (4), Article 8, Article 14 letter d, Article 15 paragraph (4), and Annex I, the government stipulates indicators and weights to assess the service quality management system as part of the Primary Variables with an assessment weight of 10%. The assessment team assigns a Standard Score based on the number of external quality management certifications as follows:

UPTs receive a score of 2 if they hold ≤ 2 certifications; and

UPTs receive a score of 3 if they hold > 2 certifications.
Assessment Standards for Testing and Standard Conformity Assessment Services
Based on Article 4 paragraph (5), Article 9, Article 14 letter e, Article 15 paragraph (5), and Annex I, the government stipulates indicators and weights to assess testing and standard conformity assessment services as part of the Primary Variables with an assessment weight of 10%. The assessment team assigns a Standard Score based on the achievement of the following sub-variables:

Number of Testing Samples Served (5% Weight): UPTs receive a score of 1 if they serve ≤ 618 samples, a score of 2 if they serve 619 to 1,143 samples, and a score of 3 if they serve > 1,143 samples.

Number of Certificates or Test Reports Issued (5% Weight): UPTs receive a score of 1 if they issue ≤ 131 documents, a score of 2 if they issue 132 to 255 documents, and a score of 3 if they issue > 255 documents.
Assessment Standards for Organizational Capacity
Based on Article 10, Article 11, Article 16, and Annex I, the government stipulates indicators and weights to assess organizational capacity as part of the Supporting Variables with an assessment weight of 20%. The assessment team assigns a Standard Score of 1, 2, or 3 based on the following parameters:

Facilities and Infrastructure (9% Weight): UPTs receive a score of 1 if they have a land area of ≤ 624,300 square meters, a score of 2 if they possess 624,301 to 1,247,260 square meters, and a score of 3 if they possess > 1,247,261 square meters.

Human Resources (7% Weight): UPTs receive a score of 1 if they have ≤ 83 personnel, a score of 2 if they have 84 to 112 personnel, and a score of 3 if they have > 112 personnel.

Annual State Budget (4% Weight): UPTs receive a score of 1 if the budget is ≤ IDR 9,215,000,000, a score of 2 if the budget is IDR 9,215,000,001 to IDR 13,143,000,000, and a score of 3 if the budget is > IDR 13,143,000,001.
Procedures for Data Collection and Field Verification
Annex II number 2 stipulates that the government requires the Assessment Team to validate data using two methods. First, administrative examinations to assess the implementation documents and reports of UPT activities. Second, interviews and site visits to ensure the conditions and information at UPT facilities. The Assessment Team then records the verification results in a table format containing variables, units, achievements, and field notes.
Assessment Formulation and Determination of UPT Class Status
Article 12 through Article 18 and Annex II number 3 govern the determination of UPT class status based on the assessment results. The government sets forth two classes, namely Center for a total score of > 0.72 and Station for a total score of 0.60 to 0.72. The assessment team calculates the score for each variable using the formula (Standard Score/3) × Variable Weight, and then accumulates them to obtain the final score. The population range is calculated using Sturges' formula (K = 1 + 3.3 log n). The Minister of Agriculture determines the UPT class status after obtaining written approval from the minister responsible for state apparatus utilization.
Periodic Evaluation Mechanism
Article 19 stipulates that the government conducts periodic evaluations of UPT classifications. The Minister of Agriculture assigns an assessment team to implement the evaluation every 2 (two) years. The government may also conduct evaluations outside this period if there are changes to the duties and functions of the UPTs. In the event of a change in UPT Classification based on the evaluation results, the Minister submits a proposal to amend the classification criteria for structuring purposes to the minister responsible for state apparatus utilization.

MoA Regulation 07/2026 sets forth the classification of UPTs based on the assessment of technical and organizational capacity through Primary Variables and Supporting Variables. This assessment determines the status of a UPT as a Center or Station based on the results of the score calculation, which is dominated by technical performance, including engineering activities, formulation of Draft SNI (RSNI), production of source seeds, and testing services, while supported by organizational capacity. The government conducts periodic classification evaluations every 2 (two) years and may do so outside this period if there are changes to the duties and functions of the UPTs.
