Regulation of the Minister of Environment/Environmental Control Agency Number 1 of 2026 Restructures Environmental Data Governance
Introduction
On February 18, 2026, the Minister of Environment/Head of the Environmental Control Agency issued the Regulation of the Minister of Environment/Environmental Control Agency Number 1 of 2026 on One Data for the Environmental Sector ("MoE Regulation 1/2026"). MoE Regulation 1/2026 governs the implementation of One Data for the environmental sector to generate accurate, integrated, and high-quality data and requires Data Producers to submit data in accordance with the One Data Indonesia principles.
The Government issued MoE Regulation 1/2026 to implement Article 14 paragraph (3) and Article 15 paragraph (2) of Presidential Regulation Number 39 of 2019 on One Data Indonesia. Through MoE Regulation 1/2026, environmental data management is integrated into the Ministry/Agency One Data Portal, which aligns with the One Data Indonesia Portal. These provisions impact the submission of statistical data, requiring data providers to align their data presentation with the Data Standards, Metadata, and Data Interoperability requirements governed under MoE Regulation 1/2026.

One Data Principles for Reporting

Article 4 paragraph (1) stipulates that Data Standards must at least contain concepts, definitions, classifications, measurements, and units. These provisions impact the data submission process for data providers, including businesses, as data submitted to the Ministry/Agency must follow the established structure and parameters to be processed within the environmental sector's One Data system.
Environmental Reporting Metadata Structure
Article 6 paragraph (1) requires Data Producers to complement all data with standardized Metadata. Article 6 paragraphs (2) and (3) stipulate that Data Producers must structure Metadata to include:

Article 21 governs data verification by Data Custodians, with Article 21 paragraph (2) tasking Data Custodians to verify the compliance of data collected by Data Producers against the One Data Indonesia principles. If the data fails to meet the applicable Data Standards or other requirements, Article 21 paragraphs (3) and (4) stipulate that the Data Custodian must return the data to the Data Producer for revision. This mechanism impacts the data submission process for providers, including businesses, as data that fails to meet the required Metadata structures and standards may be returned before further processing. Once deemed compliant, Article 22 paragraphs (3) and (4) stipulate that the data is disseminated through the Ministry/Agency One Data Portal, the One Data Indonesia Portal, and/or other media in accordance with prevailing laws and regulations and technological developments.
State Institution, Public Legal Entity, and Public Participation
Provisions regarding participation in implementing One Data for the environmental sector are governed under Article 23 paragraphs (1) and (2). The regulation provides that state institutions, public legal entities, and the public may participate by submitting:

Transitional Provisions
Article 28 governs transitional provisions regarding the validity of memorandums of understanding and/or cooperation agreements in implementing One Data for the environmental sector entered into before MoE Regulation 1/2026 became effective. These provisions provide that existing cooperation documents remain valid until the expiration of their respective terms.
