Minister of Industry Decree Number 104 of 2026 Governing Minimum Service Standards and Service Time Certainty for Industrial Services
Introduction
On January 28, 2026, the Ministry of Industry issued Minister of Industry Decree Number 104 of 2026 on Minimum Service Standards for Technical Implementation Units within the Industrial Services Policy and Standardization Agency of the Ministry of Industry (“MOI Decree 104/2026”). MOI Decree 104/2026 aims to regulate the implementation of industrial services to ensure transparency and accountability in accordance with applicable laws and regulations, as well as to enhance service quality for the public and businesses.
MOI Decree 104/2026 sets out guidelines and minimum service standards that must be implemented by each Technical Implementation Unit (Unit Pelaksana Teknis, “UPT”). Its recitals note the need to update these standards to serve as a reference for the implementation of services within the Industrial Services Policy and Standardization Agency (Badan Standardisasi dan Kebijakan Jasa Industri, “BSKJI”). These provisions provide clearer performance benchmarks for UPTs in conducting testing, certification, and calibration activities.

Scope and Types of Industrial Services
Chapter II Part A of the Annex to MOI Decree 104/2026 lists 17 types of industrial services organized by the Ministry of Industry UPTs for commercial purposes and regulatory compliance. These services include:

Service Principles for Businesses
Chapter II Part B of the Annex to MOI Decree 104/2026 sets out four service principles to be implemented by UPTs. These principles include:

Equity, namely the balance of rights and obligations between service providers and recipients.

Equality, namely the provision of services in accordance with applicable laws and regulations without discriminatory treatment.

Openness, namely the implementation of services based on standard operating procedures disseminated to service users.

Accessibility, namely the provision of services that are easily accessible to the public and possess adequate service facilities and infrastructure.
Certainty of Service Completion Duration
Chapter III Part A of the Annex to MOI Decree 104/2026 establishes Service Level Agreements (“SLA”) containing the completion duration for each type of industrial service. These provisions include:

Local Content Verification Services: 5 business days for verification implementation, with an additional 2 business days each for application administration and document re-examination if corrections are required.

Testing Services: 5 to 20 business days, depending on the type of testing (physical, chemical, mechanical, microbiological, environmental, electronics, telematics, or electrical).

Product Certification Services: 23 business days for certification implementation, excluding the administrative stages, document preparation, and invoice issuance.

Halal Inspection Services: 20 business days for inspection implementation, with an additional 3 business days for report preparation and verification.

Industrial Equipment Calibration Services: 12 business days for in-house calibration at the UPT laboratory and 7 business days for on-site calibration at the company’s location, calculated from the completion of the calibration process.

Green Industry Certification Services: 26 business days for certification implementation, excluding administrative processes.

ISPO (Indonesia Sustainable Palm Oil) Certification Services: 40 to 74 business days for technical implementation.

Greenhouse Gas (GHG) Validation or Verification Services: The duration is calculated on a per man-day basis, with an additional 3 business days for correction verification and 5 business days for the delivery of the final statement report.

Technology Audit Services: The implementation of surveys and data analysis follows the timeline stipulated in the cooperation contract, with an additional 6 business days allocated for the preparation and submission of the final report.

Proficiency Testing Services: Implementation is carried out in accordance with the test protocol, with an additional 3 business days allocated for test object preparation and 10 business days for the preparation of the final report.

Batikmark Certification Services: 7 business days for certification implementation and 2 business days for the issuance and delivery of certificates.

Shelf-life Estimation Services: 50 business days for implementation according to procedures, plus 20 business days for draft report preparation and 2 business days for final legalization.

Contract-Based Services: Technical guidance, assistance, consultancy, technical inspection, and technology optimization services follow the durations specified in the schedule or cooperation contract between the parties.
Terms and Conditions for SLA Validity
MOI Decree 104/2026 establishes provisions regarding the application of SLAs in Chapter III Part A of the Annex. The duration for testing and calibration services applies to a number of samples consistent with the laboratory capacity of each UPT. All durations are calculated based on Ministry of Industry business days, and the administrative time calculation begins after the required documents are declared complete and compliant. These duration provisions apply solely to stages falling within the UPT’s scope of authority.
Collection of Service Fees
MOI Decree 104/2026 regulates the collection of fees for industrial services organized by Technical Implementation Units within BSKJI, as specified in Chapter III Part C of the Annex. Fee payments are conducted in accordance with the provisions of laws and regulations governing such service tariffs.
Outputs or Service Results for Corporations
MOI Decree 104/2026 details the output forms for each industrial service in Chapter III Part B of the Annex. These service results include:

Administrative Requirements, Facilities, and HR Qualifications
Chapter III Part D of the Annex to MOI Decree 104/2026 regulates operational facility requirements and Human Resources (HR) qualifications at the UPT. Professional personnel are required to meet certain educational standards; for instance, Quality Coordinators and Auditors must hold at least a bachelor's degree (S1 or D-IV), while Laboratory Supervisors must hold at least a diploma degree (D3). These personnel are also required to hold relevant competency certifications, including SNI ISO/IEC 17025, 17065, 17021, and 17020, as well as Halal Auditor and ISPO certifications.
Transitional and Repealing Provisions
On January 28, 2026, pursuant to the THIRD Dictum, MOI Decree 104/2026 repeals and declares null and void 10 (ten) Minister of Industry Decrees of 2023 that previously regulated service standards at each Center (Balai), namely:

Minister of Industry Decree Number 982 of 2023 on Minimum Service Standards at the Plantation, Mineral, Metal, and Maritime Industrial Standardization and Service Center;

Minister of Industry Decree Number 983 of 2023 on Minimum Service Standards at the Samarinda Industrial Standardization and Service Center;

Minister of Industry Decree Number 4977 of 2023 on Minimum Service Standards at the Textile Industrial Standardization and Service Center;

Minister of Industry Decree Number 4978 of 2023 on Minimum Service Standards at the Cellulose Industrial Standardization and Service Center;

Minister of Industry Decree Number 4979 of 2023 on Minimum Service Standards at the Leather, Rubber, and Plastic Industrial Standardization and Service Center;

Minister of Industry Decree Number 4981 of 2023 on Minimum Service Standards at the Banjarbaru Industrial Standardization and Service Center.
With its enactment, industrial service standards within the Industrial Services Policy and Standardization Agency are now consolidated under a single decree. Pursuant to the FOURTH Dictum, this Minister of Industry Decree took effect on its date of issuance, namely January 28, 2026. Consequently, since that date, these latest industrial service standards officially serve as the operational reference for Technical Implementation Units.
