Head of the National Standardization Agency Decree Number 17/KEP/BSN/1/2026 Integrated Service Standards of the National Standardization Agency Restructuring BSN Services for Business Certainty
Introduction
On January 26, 2026, the National Standardization Agency (Badan Standardisasi Nasional, “BSN”) issued the Head of the National Standardization Agency Decree Number 17/KEP/BSN/1/2026 on Integrated Service Standards of the National Standardization Agency (“Decree 17/2026”). Decree 17/2026 governs the standard operating procedures, requirements, mechanisms, timeframes, and fees for 11 (eleven) types of public services within BSN.
Decree 17/2026 was established to realign and update service standards within BSN. In the recitals, BSN states that such realignment was carried out to implement Regulation of the Minister of Administrative and Bureaucratic Reform Number 15 of 2014 on Service Standard Guidelines. Through Decree 17/2026, BSN governs the implementation of services by referring to the established service standards.

Key Provisions
Scope and Types of Integrated Services
As stipulated in the THIRD Dictum and SEVENTH Dictum, BSN provides 11 (eleven) types of integrated services implemented by the relevant organizational units. These integrated services cover the provision of standardization data and information, provision of standard documents, training services, accreditation of conformity assessment bodies, and the issuance of Approval Letters for the Use of the Indonesian National Standard Mark (Surat Persetujuan Penggunaan Tanda Standar Nasional Indonesia, “SPPT SNI”). Provisions regarding the types and procedures for service implementation are listed in Annex I through Annex XII as part of Decree 17/2026.
Digital Service Mechanisms and Operational Hours
The FOURTH Dictum and Annex I Point A.2 and A.3 govern the service mechanisms as follows:

Electronic system services are provided through the portal https://bsn.go.id and related subdomains, accessible 24 (twenty-four) hours a day, including holidays.

Face-to-face services are conducted during working hours, namely Monday–Thursday from 08.30–15.30 WIB and Friday from 08.30–16.00 WIB, with services remaining available during designated break times.
Integrity Assurance, Confidentiality, and Complaint Handling
Provisions regarding data confidentiality, service security, and complaint handling are stipulated in Annex I. These arrangements include:

Data and information confidentiality, where BSN maintains the confidentiality of data and information submitted during the service process.

Service security and safety, through the provision of service facilities that meet occupational health and safety (K3) requirements.

Service complaints, where service users may submit complaints regarding received services through complaint channels provided by BSN.
Procedure for Issuance of SPPT SNI: Products and Services
As stipulated in Annex VI, BSN implements the SPPT SNI issuance service online through https://bangbeni2.bsn.go.id free of charge. BSN completes said service within a maximum of 5 (five) working days after the application documents are declared complete and correct. The scope of SPPT SNI issuance services covers:

product (goods) certification; and
-
service certification.
Conformity Assessment Body Accreditation Services
For business entities engaged in laboratory or certification services, Annex VIII governs the accreditation application procedure through the KANMIS system (https://layanan.kan.or.id). The accreditation process includes:

initial document completeness check of a maximum of 1 (one) month;

document audit of a maximum of 2 (two) months; and
-
accreditation certificate issuance of a maximum of 14 (fourteen) working days after the National Accreditation Committee (Komite Akreditasi Nasional, “KAN”) meeting.
Service fees are charged in accordance with the Non-Tax State Revenue (Penerimaan Negara Bukan Pajak, “PNBP”) tariffs. Applicants are required to submit corrective documents within the specified timeframe. If said obligation is not met, the application may be declared void, and fees already paid are non-refundable.
Purchase of Standard Documents, Copyright, and Special Tariffs for MSEs
Referring to Annex IV, BSN provides services for the provision of SNI and Non-SNI standard documents through the Pesta Online application (https://pesta.bsn.go.id). The service provisions include:

Copyright Protection: electronic documents are equipped with security features, including watermarks and encryption. Service users are prohibited from duplicating or distributing documents outside applicable provisions.

Special Tariff for MSEs: Micro and Small Enterprises (MSEs) may obtain special tariffs by submitting the Business Identification Number (Nomor Induk Berusaha, “NIB”) or valid MSE legality documents.
Sponsor Authority and Financial Issuer Identification Services
Annex VII governs sponsor authority services and the granting of Issuer Identification Numbers (IIN) for business entities conducting electronic transactions. This service applies to, among others, business entities in the banking and financial technology sectors. Annex VII Point A.1 establishes the administrative requirements as follows:

Deed of Establishment of the Legal Entity and its amendments;

Taxpayer Identification Number (Nomor Pokok Wajib Pajak, “NPWP”) and Business Identification Number;
-
Curriculum Vitae (CV) of the person in charge; and
-
Operational license from the Financial Services Authority (Otoritas Jasa Keuangan, “OJK”) or Bank Indonesia (BI).
Training Services and Force Majeure Risk Mitigation
As stipulated in Annex XII, BSN provides standardization training services implemented in the form of public training and in-house training. The service provisions include:

Force majeure conditions: in the event of a force majeure condition as referred to in Annex XII Point B.7, BSN may divert the training implementation to online methods or reschedule the training.

Complaint Handling: participants may submit suggestions, input, and complaints through the media provided in accordance with the integrated service standards.
Laboratory Services: Calibration, Proficiency Testing, and Reference Materials
Annex IX, X, and XI govern laboratory technical services organized through the SPARTA application (https://sparta.bsn.go.id). The service provisions include:

Calibration (Annex IX): service users are required to make bill payments within a maximum of 7 (seven) working days after the certificate is issued. Late payments are subject to fines in accordance with Ministry of Finance provisions.

Proficiency testing (Annex X): payment is made in advance through the Online Non-Tax State Revenue Information System (Sistem Informasi PNBP Online, “SIMPONI”) after the bill is issued.

Reference materials (Annex XI): BSN provides Reference Materials (RM) and Certified Reference Materials (CRM) for testing and calibration purposes. Payment is made through SIMPONI after the bill is issued.
Participation in Standard Development
Annex V governs consultation services for the drafting of SNI proposals. Through this service, businesses or industrial associations may submit proposals for the drafting or revision of SNI free of charge, either face-to-face or via email. BSN provides a response to said proposal within a maximum of 7 (seven) working days from the date of receipt.
Closing
Decree 17/2026 governs the implementation of integrated services within BSN by establishing standard procedures, mechanisms, timeframes, and fees for various standardization services. These services include, among others, the issuance of SPPT SNI, accreditation of conformity assessment bodies, provision and purchase of standard documents, standardization training services, laboratory services (calibration, proficiency testing, and reference materials), sponsor authority and Issuer Identification Number services, as well as consultation on SNI proposal drafting. These regulations cover the use of BSN online service systems, provisions on service hours, administrative and personnel requirements, copyright protection for standard documents, PNBP payment and tariff arrangements, as well as service completion deadlines and administrative consequences if obligations are not met.
