Government Designates National Standard of Indonesia Certification Bodies for Stainless Steel Food Containers under Minister of Industry Decree Number 105 of 2026

Introduction

On 28 January 2026, the Minister of Industry issued Minister of Industry Decree Number 105 of 2026 on the Designation of Conformity Assessment Bodies in the Framework of the Mandatory Implementation of the Indonesian National Standard for Stainless Steel Divided Food Containers (the “MOI Decree 105/2026”). MOI Decree 105/2026 designates several Product Certification Bodies (Lembaga Sertifikasi Produk, “LSPro”) and Testing Laboratories authorized to conduct certification and conformity testing for stainless steel food containers, effective as of its date of issuance.

MOI Decree 105/2026 was issued to implement Article 8 paragraph (1) of Minister of Industry Regulation Number 1 of 2026 on the Mandatory Implementation of the Indonesian National Standard for Stainless Steel Divided Food Containers, which authorizes the Minister to designate conformity assessment bodies. This designation is based on an assessment of the readiness of conformity assessment bodies to support the mandatory implementation of the said standard.

Key Provisions

Designation of Conformity Assessment Bodies (Lembaga Penilaian Kesesuaian, “LPK”)

The FIRST Dictum designates LSPros and Testing Laboratories as the bodies authorized to assess the conformity of stainless steel divided food containers with the applicable standards. This designation includes conformity assessment bodies for domestic production and imported goods as set forth in the Annex to MOI Decree 105/2026.

Obligation for Accreditation by the National Accreditation Committee 

The THIRD Dictum requires the designated Product Certification Bodies and Testing Laboratories to be accredited by the National Accreditation Committee (Komite Akreditasi Nasional, “KAN”) in accordance with the scope of the Indonesian National Standard for Stainless Steel Divided Food Containers. These bodies are granted a maximum period of 2 (two) years from the date of designation to adjust their accreditation scopes.

MOI Decree 105/2026 designates the Product Certification Bodies and Testing Laboratories authorized to conduct Indonesian National Standard conformity assessments for stainless steel divided food containers, for both domestic and imported goods. Businesses must ensure that the certification process is only conducted through the bodies listed in the Annex to MOI Decree 105/2026 and observe the accreditation obligations from the National Accreditation Committee within a maximum period of two years from the date of designation. Certification conducted through bodies not included in the list or by bodies that do not meet the applicable accreditation requirements constitutes non-compliance with the mandatory standard, which in practice may hinder product distribution in the Indonesian market and pose legal risks for businesses.
