Latar Belakang dan Tujuan
Keputusan Presiden ini dikeluarkan dengan latar belakang situasi keamanan di Daerah Propinsi Timor Timur yang membahayakan penegakan hukum dan ketertiban. Berdasarkan persetujuan antara Republik Indonesia dan Republik Portugal, jika jajak pendapat menolak status otonomi khusus Timor Timur, maka pemeliharaan ketertiban dan keamanan menjadi tanggung jawab pemerintah Indonesia sampai daerah tersebut diserahkan kepada PBB. Oleh karena itu, diperlukan pernyataan keadaan darurat militer sesuai dengan Undang-undang Nomor 23 Prp Tahun 1959.
Ketentuan Substansial
Keputusan ini menetapkan seluruh wilayah Daerah Propinsi Timor Timur dalam keadaan darurat militer. Ketentuan-ketentuan keadaan darurat militer yang berlaku adalah sebagaimana diatur dalam Undang-undang Nomor 23 Prp Tahun 1959 yang telah diubah terakhir dengan Undang-undang Nomor 52 Prp Tahun 1960. Keputusan ini mulai berlaku pada tanggal 7 September 1999 dan akan berakhir ketika keadaan di Timor Timur kembali normal.

CONCERNING
A STATE OF MILITARY EMERGENCY IN THE PROVINCIAL REGION OF EAST TIMOR

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Considering:

that the security in the Provincial Region of East Timor shows a tendency that endangers the implementation of law enforcement and order;
that based on the Agreement between the Republic of Indonesia and the Republic of Portugal witnessed by the Secretary-General of the United Nations, dated May 6, 1999 in New York, if the ballot results in a rejection of the special autonomy status of East Timor, then the maintenance of order and security in the Provincial Region of East Timor until the area is handed over to the United Nations as a follow-up to the implementation of the ballot, becomes the responsibility of the Government of the Republic of Indonesia;
