Keputusan Presiden ini bertujuan untuk mengesahkan perjanjian antara Pemerintah Brunei Darussalam, Republik Indonesia, Malaysia, Republik Filipina, Republik Singapura, dan Kerajaan Thailand mengenai promosi dan perlindungan investasi. Perjanjian ini ditandatangani di Manila pada tanggal 15 Desember 1987 sebagai hasil perundingan antara delegasi negara-negara anggota ASEAN. Pengesahan ini dilakukan sesuai dengan amanat Presiden Republik Indonesia dan diatur dalam Keputusan Presiden ini.
