Undang-undang ini bertujuan untuk mengesahkan Konvensi Telekomunikasi Internasional Nairobi 1982, menggantikan konvensi sebelumnya yang disahkan dengan Undang-undang Nomor 11 Tahun 1976. Konvensi ini menggantikan konvensi sebelumnya untuk menyesuaikan dengan perkembangan teknologi telekomunikasi. Konvensi Nairobi terdiri dari Ketetapan-ketetapan Dasar dan Peraturan-peraturan Umum, serta dilengkapi dengan tiga lampiran. Perubahan penting termasuk penambahan keanggotaan Dewan, peraturan penggunaan Orbit Satelit Geostasioner yang lebih adil, dan perluasan sistem kontribusi. Indonesia tidak menandatangani Protokol Tambahan Tak Wajib tentang Penyelesaian Perselisihan. Konvensi ini juga menetapkan bahasa Arab sebagai bahasa resmi tambahan.

Article 1

Even though the Republic of Indonesia has ratified this Convention, should matters arise that are deemed to disrupt national interests or violate the laws and regulations of the Republic of Indonesia, the Republic of Indonesia reserves the right to take necessary measures.
The Republic of Indonesia is not willing to be bound by the provisions referred to in Article 50 paragraph (2) of the International Telecommunication Convention Nairobi, 1982, regarding the settlement of a dispute through arbitration, except with the consent of all parties concerned in each dispute.
