Keputusan Presiden ini bertujuan untuk mengesahkan Protocol of 1978 yang berkaitan dengan International Convention for the Safety of Life at Sea, 1974. Protokol ini diterima di London pada 17 Februari 1978 sebagai hasil dari International Conference on Tanker Safety and Pollution Prevention. Pengesahan ini dilakukan sesuai dengan amanat Presiden kepada Ketua Dewan Perwakilan Rakyat dan berdasarkan Pasal 4 ayat (1) dan Pasal 11 Undang-Undang Dasar 1945 serta Keputusan Presiden Nomor 65 Tahun 1980. Keputusan ini menetapkan bahwa protokol tersebut disahkan dan mulai berlaku sejak tanggal diundangkan.
