Keputusan Presiden Nomor 49 Tahun 1999 ini menetapkan pembentukan Organisasi Sekretariat Jenderal Majelis Permusyawaratan Rakyat Republik Indonesia. Tujuannya adalah untuk memberikan dukungan teknis dan administratif kepada Majelis Permusyawaratan Rakyat (MPR) dalam melaksanakan tugas dan wewenangnya. Sekretariat Jenderal ini bertanggung jawab langsung kepada Pimpinan Majelis dan memiliki fungsi untuk memenuhi kebutuhan Majelis, membantu penyusunan rancangan keputusan, menyiapkan anggaran belanja, serta menyelenggarakan berbagai kegiatan administratif dan pelayanan. Struktur organisasi dipimpin oleh seorang Sekretaris Jenderal yang dibantu oleh Wakil Sekretaris Jenderal. Pembiayaan operasional dibebankan kepada Anggaran Pendapatan dan Belanja Negara.
