Keputusan Presiden ini menetapkan bahwa Sdr. Sumarto, bekas Klerk pada Kantor Telepon Pasuruan, diwajibkan untuk mengganti kerugian negara sebesar Rp. 6.750,94 (Enamribu tujuhratus limapuluh rupiah dan sembilanpuluh empat sen). Latar belakang dari keputusan ini adalah ditemukannya penggelapan uang telepon lokal dan interlokal yang dilakukan oleh Sdr. Sumarto pada bulan Maret dan April 1950. Meskipun Sdr. Sumarto telah mengajukan pembelaan diri, alasan-alasan yang diajukannya tidak membebaskan atau meringankan tanggung jawabnya atas jumlah uang yang digelapkannya. Dasar hukum dari keputusan ini adalah pasal 74 dari I.C.W. dan Lembaran Negara (Staatsblad) tahun 1904 No. 241, serta pasal 3 dari Lembaran Negara (Staatsblad) No. 241 tahun 1904.

Letter from the Head of the Postal, Telegraph and Telephone Service dated February 4, 1952 No. 378a/BTTK/Rah. along with its attachments, from which it appears that former Clerk SUMARTO has embezzled the amount of Rp. 6,750.94, namely the income from local and interlocal telephone money for the months of March and April 1950;
Letter from the Minister of Transportation dated April 7, 1953 No. K2/8/8 to former Clerk SUMARTO, which announced that a claim for compensation would be made against him and that he was given the opportunity to submit a letter of defense to the Ministry of Transportation within 14 days after receiving the letter;
