Keputusan Presiden Nomor 131 Tahun 1961 tentang Organisasi Penyelenggaraan Landreform bertujuan untuk memastikan pelaksanaan Landreform sebagai bagian dari Revolusi dan Pembangunan Semesta. Keputusan ini menekankan pentingnya koordinasi antara instansi pemerintah dan organisasi tani dalam pelaksanaan Landreform. Untuk itu, dibentuklah Panitia-Panitia Landreform di berbagai tingkatan, mulai dari pusat hingga desa, yang bertugas menyelenggarakan pimpinan, pelaksanaan, pengawasan, bimbingan, serta koordinasi. Panitia Landreform Pusat dipimpin oleh Presiden dan terdiri dari berbagai menteri terkait, sementara panitia di tingkat daerah dipimpin oleh kepala daerah masing-masing. Setiap panitia memiliki tugas spesifik, termasuk menetapkan kebijakan, mengawasi pelaksanaan, dan menyelesaikan sengketa terkait Landreform. Pembiayaan kegiatan ini dibebankan pada Anggaran Belanja Departemen Agraria.

REGARDING
ORGANIZATION OF LAND REFORM IMPLEMENTATION

PRESIDENT OF THE REPUBLIC OF INDONESIA

Considering:

that in the Mandate of August 17, 1961, we affirmed that Land Reform is an absolute part of the Revolution and on January 1, 1961, at the ceremony for the submission of the Universal Planned National Development Hoe, ordered that Land Reform also begin to be implemented;
that Land Reform as stated in Decree of the Provisional People's Consultative Assembly No. II/1961 article 4 paragraph 3 is the basis of Universal Development;
that there are already several laws and regulations that constitute the legal basis for the implementation of Land Reform;
that to ensure the perfect implementation of Land Reform, there needs to be the best possible coordination between agencies and farmer mass
