Keputusan Presiden Republik Indonesia Nomor 25 Tahun 1968 ini bertujuan untuk melaksanakan ketentuan dalam pasal 23 Undang-Undang No. 5 tahun 1945 tentang Telekomunikasi dan pasal 7 Keputusan Presiden No. 209 tahun 1964. Keputusan ini membentuk kembali Dewan Telekomunikasi Republik Indonesia dengan susunan keanggotaan yang baru. Dewan ini terdiri dari Ketua, Anggota, dan Sekretaris yang berasal dari berbagai departemen dan lembaga negara, termasuk TNI, Departemen Perhubungan, Departemen Maritim, dan lainnya. Keputusan ini juga memberikan wewenang kepada Presiden untuk mengangkat anggota tambahan jika diperlukan. Tujuan utama dari pembentukan kembali Dewan ini adalah untuk menyempurnakan susunan keanggotaan dan meningkatkan efektivitas pelaksanaan tugas Dewan Telekomunikasi.

WE, THE OFFICIAL OF THE PRESIDENT OF THE REPUBLIC OF INDONESIA,

Considering:

that to implement the provisions as referred to in Article 23 of Law No. 5 of 1945 concerning Telecommunications and the provisions of Article 7 of Presidential Decree of the Republic of Indonesia No. 209 of 1964, it is necessary to form the Indonesian Telecommunications Council;
that the Telecommunications Council as last formed by Presidential Decree of the Republic of Indonesia No. 210/1964 needs to be amended and improved in its membership composition;
that therefore it is deemed necessary to reappoint the Chairman, Members and Secretary of the Telecommunications Council.'
