Considering:

that in accordance with the provisions in the Decree of the People's Consultative Assembly Number III/MPR/1978 concerning the Position and Working Relationship of the Highest State Institutions with/or among the High State Institutions, the protocol position of the Leaders/Members of the Highest State Institutions and/or High State Institutions needs to be regulated by Law;
