Keputusan Presiden ini bertujuan untuk mengesahkan perjanjian kerjasama ekonomi dan teknik antara Pemerintah Republik Indonesia dan Pemerintah Republik Demokrasi Jerman. Latar belakang kebijakan ini adalah untuk mendorong kegiatan dan pertumbuhan ekonomi nasional melalui kerjasama yang saling menguntungkan. Perjanjian ini ditandatangani di Jakarta pada tanggal 27 Januari 1989. Ketentuan substansial dari perjanjian ini mencakup promosi kerjasama ekonomi dan teknik antara kedua negara sesuai dengan hukum dan peraturan nasional masing-masing. Kerjasama ini melibatkan organisasi dan perusahaan negara maupun swasta dari kedua negara. Perjanjian ini juga mengatur pertukaran dokumentasi teknis dan informasi yang tidak boleh disebarluaskan kepada pihak ketiga tanpa persetujuan pihak yang menyediakan informasi tersebut.

Considering:

that mutually beneficial cooperation in the economic and technical fields between countries can encourage national economic activity and growth;
