Dalam rangka pelaksanaan ini, dilakukan pemberhentian, penggantian, dan penambahan anggota DPRD-GR Provinsi Irian Barat. Considering:

that it is deemed necessary to immediately improve the composition of the membership of the DPRD-GR (Regional People's Representative Council - Mutual Assistance) of Irian Barat Province, so that it can truly reflect and channel the will of the people it represents;
that in the context of the implementation as referred to in point a above, it is considered necessary to dismiss, replace, and add members of the DPRD-GR of Irian Barat Province;
that Article 2 paragraphs (1) and (2) of Presidential Decree of the Republic of Indonesia Number 1 of 1963 (State Gazette of 1963 Number 8) concerning Governance in the Irian Barat region immediately after being handed over to the Republic of Indonesia must be considered;
