Keputusan ini mengubah: 1. Keputusan-keputusan Presiden No. 43 tahun 1963, No. 96, No. 215 dan No. 228 tahun 1964.

Keputusan Presiden ini bertujuan untuk menyesuaikan keanggotaan Indonesia dalam International Bank for Reconstruction and Development sehubungan dengan perubahan dalam susunan Kabinet Republik Indonesia. Dalam keputusan ini, Saudara H. Mohammad Hasan diangkat sebagai Governor dan Saudara Drs. Moh. Bermawi Alwi sebagai Alternate Governor pada lembaga tersebut. Keputusan ini berlaku sejak tanggal ditetapkannya, yaitu 30 Desember 1964.
