Latar Belakang dan Tujuan
Peraturan Presiden ini diterbitkan untuk mempercepat tercapainya tata kelola pemerintahan yang baik melalui reformasi birokrasi di seluruh Kementerian, Lembaga, dan Pemerintah Daerah. Grand Design Reformasi Birokrasi 2010–2025 disusun sebagai acuan pelaksanaan reformasi tersebut.

Ketentuan Substansial
Grand Design ini menjadi pedoman bagi Kementerian, Lembaga, dan Pemerintah Daerah dalam melaksanakan reformasi birokrasi. Pelaksanaan operasionalnya dituangkan dalam Road Map Reformasi Birokrasi yang ditetapkan setiap lima tahun sekali oleh Menteri Negara Pendayagunaan Aparatur Negara dan Reformasi Birokrasi. Grand Design ini dapat diubah sesuai perkembangan oleh Komite Pengarah Reformasi Birokrasi Nasional dan penetapannya dilakukan dengan Peraturan Presiden.

GRAND DESIGN OF BUREAUCRATIC REFORM 2010–2025

BY THE GRACE OF GOD ALMIGHTY

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Considering:

that in order to accelerate the achievement of good governance, it is deemed necessary to carry out bureaucratic reform in all Ministries/Institutions/Local Governments;
that in order to implement bureaucratic reform in all Ministries/Institutions/Local Governments, a Grand Design of Bureaucratic Reform 2010–2025 is required;
that based on the considerations as referred to in letters a and b, it is necessary to stipulate a Presidential Regulation regarding the Grand Design of Bureaucratic Reform 2010–2025;

In view of:

Article 4 paragraph (1) of the 1945 Constitution of the Republic of Indonesia;
Law Number 8 of 1974 concerning the Principles of Employment as amended by Law
