Keputusan Presiden ini mengesahkan dan menerima "Constitution of the Association of Natural Rubber Producing Countries" sebagai hasil pembicaraan antara delegasi Republik Indonesia dan delegasi negara-negara penghasil karet alam yang diadakan pada tanggal 20-21 Mei 1968 di London. Pemerintah Republik Indonesia tidak berkeberatan untuk mengesahkan dan menerima konstitusi tersebut. Keputusan ini mulai berlaku pada tanggal ditetapkan.
