Keputusan Presiden ini bertujuan untuk mengesahkan perjanjian pinjaman antara Pemerintah Republik Indonesia dan Kuwait Fund for Arab Economic Development yang telah ditandatangani pada tanggal 10 April 1977 di Kuwait. Pengesahan ini dilakukan karena Pemerintah Republik Indonesia tidak berkeberatan terhadap perjanjian tersebut. Keputusan ini didasarkan pada Pasal 4 ayat (1) dan Pasal 11 Undang-Undang Dasar 1945 serta amanat Presiden kepada Ketua Dewan Perwakilan Rakyat pada tahun 1960. Dengan pengesahan ini, perjanjian pinjaman tersebut menjadi sah dan berlaku di Indonesia, dan keputusan ini mulai berlaku sejak tanggal ditetapkan.

Reading:	Letter of the Minister of Foreign Affairs dated May 26, 1977 Number 4197/1977/29;
Considering:	that on April 10, 1977, in Kuwait, the Delegation of the Government of the Republic of Indonesia signed the \"Loan Agreement between the Government of the Republic of Indonesia and Kuwait Fund for Arab Economic Development\"; that the Government of the Republic of Indonesia has no objection to ratifying the \"Loan Agreement\" referred to in letter a above;
