Latar Belakang dan Tujuan
Keputusan Presiden ini dikeluarkan dengan tujuan untuk mengesahkan Protokol Tambahan pada Konstitusi Perhimpunan Pos Sedunia yang telah ditandatangani oleh Delegasi Republik Indonesia pada Kongres Tokyo tanggal 14 November 1969. Pengesahan ini dilakukan karena Pemerintah Republik Indonesia tidak berkeberatan terhadap protokol tersebut dan sebagai anggota Perhimpunan Pos Sedunia, Indonesia berkewajiban untuk mematuhi ketentuan internasional yang telah disepakati.
Ketentuan Substansial
Keputusan ini menetapkan pengesahan Protokol Tambahan sebagai bagian dari hukum nasional Indonesia. Tidak ada pembentukan otoritas baru atau perubahan kewenangan antar lembaga pemerintah yang disebutkan dalam keputusan ini. Ruang lingkup kegiatan yang diatur adalah pengesahan protokol internasional terkait layanan pos. Tidak ada ketentuan khusus mengenai hak dan kewajiban subjek hukum, perizinan, atau persyaratan khusus bagi badan hukum yang disebutkan dalam keputusan ini.

Considering / Whereas:	that the Republic of Indonesia as a member of the Universal Postal Union on November 14, 1969 in Tokyo, has signed the Additional Protocol to the Constitution of the Universal Postal Union (Additional Protocol to the Constitution of the Universal Postal Union); that the Government of the Republic of Indonesia has no objection to ratifying the Protocol to the Constitution of the Universal Postal Union, Tokyo 1969.
