Keputusan Presiden ini bertujuan untuk mengesahkan Protocol 3 Types and Quantity of Road Vehicles dan Protocol 4 Technical Requirements of Vehicles yang telah ditandatangani oleh Pemerintah Republik Indonesia di Hanoi, Vietnam, pada tanggal 15 September 1999. Pengesahan ini dilakukan sebagai bagian dari pelaksanaan Pasal 11 dan Pasal 25 ASEAN Framework Agreement on the Facilitation of Goods in Transit, yang sebelumnya telah disetujui oleh Indonesia. Keputusan ini menegaskan komitmen Indonesia dalam memfasilitasi transit barang di kawasan ASEAN, dengan menetapkan jenis dan jumlah kendaraan jalan serta persyaratan teknis kendaraan yang sesuai dengan protokol tersebut.
