Keputusan Presiden ini bertujuan untuk mengesahkan Agreement for the Establishment of the Intergovernmental Organization for Marketing Information and Technical Advisory Services for Fishery Products in the Asia and Pacific Region (INFOFISH). Latar belakang pengesahan ini adalah penandatanganan perjanjian oleh Delegasi Pemerintah Republik Indonesia di Roma pada 30 Juni 1986, sebagai hasil dari Plenipotentiaries Conference negara-negara anggota Food and Agriculture Organization di Kuala Lumpur pada Desember 1985. Keputusan ini menetapkan bahwa perjanjian tersebut disahkan dan mulai berlaku setelah diundangkan, dengan tujuan untuk meningkatkan kerjasama antar negara di kawasan Asia dan Pasifik dalam bidang pemasaran dan layanan teknis produk perikanan.
