Keputusan Presiden ini bertujuan untuk mengesahkan perjanjian antara Pemerintah Republik Indonesia dan Pemerintah Konfederasi Swiss mengenai dorongan dan perlindungan timbal balik investasi. Perjanjian ini ditandatangani pada tanggal 6 Februari 1974 di Jakarta setelah perundingan antara kedua delegasi pemerintah. Pengesahan ini dilakukan karena Pemerintah Republik Indonesia tidak berkeberatan dengan isi perjanjian tersebut. Keputusan ini diambil berdasarkan Pasal 4 ayat (1) dan Pasal 11 Undang-Undang Dasar 1945 serta amanat Presiden kepada Ketua Dewan Perwakilan Rakyat mengenai pembuatan perjanjian dengan negara lain.
