Keputusan Presiden ini bertujuan untuk mengesahkan tiga konvensi dan persetujuan internasional terkait hak istimewa dan kekebalan, yaitu: 1. Convention on the Privileges and Immunities of the United Nations, 1946; 2. Convention on the Privileges and Immunities of the Specialized Agencies, 1947; 3. Agreement on the Privileges and Immunities of the International Atomic Energy Agencies, 1959. Pengesahan ini dilakukan dengan beberapa pengecualian yang terlampir dalam keputusan ini. Latar belakang pengesahan ini adalah untuk mendukung kegiatan Badan Tenaga Atom Internasional di Indonesia, yang telah aktif sejak Indonesia menjadi anggota pada tahun 1957. Keputusan ini juga didasarkan pada beberapa peraturan dan keputusan sebelumnya, termasuk Undang-undang Dasar 1945 dan Undang-undang No. 25 tahun 1967.
