Keputusan Presiden Nomor 11 Tahun 1996 menetapkan tanggal 25 April sebagai Hari Otonomi Daerah. Penetapan ini bertujuan untuk memasyarakatkan dan memantapkan pelaksanaan Otonomi Daerah dengan fokus pada Daerah Tingkat II. Hari Otonomi Daerah ini bukan merupakan hari libur nasional. Keputusan ini mulai berlaku sejak tanggal ditetapkan, yaitu 7 Februari 1996.
