Keputusan Presiden ini bertujuan untuk mengesahkan International Convention for the Prevention of Pollution from Ships, 1973 beserta Protokol 1978, yang diterima di London. Latar belakang pengesahan ini adalah untuk menjaga kelestarian lingkungan laut dari pencemaran yang disebabkan oleh kapal. Pemerintah Indonesia memandang perlu untuk menjadi pihak dalam konvensi ini guna melindungi lingkungan laut. Keputusan ini menetapkan pengesahan konvensi dan protokol tersebut dengan pernyataan yang dilampirkan dalam bahasa Inggris.
