Keputusan Presiden ini bertujuan untuk mengesahkan perjanjian antara Pemerintah Republik Indonesia dan Pemerintah Negara Independen Papua Nugini mengenai status pasukan masing-masing negara di wilayah negara lainnya. Perjanjian ini ditandatangani di Jakarta pada tanggal 14 Januari 1992. Pengesahan ini dilakukan sesuai dengan amanat Presiden Republik Indonesia dan berdasarkan Pasal 4 ayat (1) dan Pasal 11 Undang-Undang Dasar 1945. Keputusan ini mulai berlaku pada tanggal ditetapkan dan diundangkan dalam Lembaran Negara Republik Indonesia.
