Keputusan Presiden Republik Indonesia Nomor 46 Tahun 1976 mengesahkan 'Agreement for the Establishment of a Regional Animal Production and Health Commission for Asia, the Far East and the South West Pacific'. Pemerintah Republik Indonesia memandang perlu untuk ikut serta dalam perjanjian ini dan tidak berkeberatan untuk mengesahkannya. Keputusan ini ditetapkan untuk memastikan bahwa Indonesia berpartisipasi dalam komisi regional yang bertujuan untuk meningkatkan produksi dan kesehatan hewan di Asia, Timur Jauh, dan Pasifik Barat Daya.
