Peraturan ini mencabut: 1. International Convention for the Safety of Life at Sea, 1948

Keputusan Presiden ini bertujuan untuk mengesahkan International Convention for the Safety of Life at Sea, 1960, sebagai pengganti konvensi tahun 1948. Indonesia, sebagai penandatangan konvensi, dapat berpartisipasi melalui prosedur acceptance sesuai dengan pasal X (a) sub (iii) konvensi tersebut. Keputusan ini juga mengatur penyampaian informasi kepada Pimpinan Dewan Perwakilan Rakyat Gotong Royong, Para Menteri Utama, dan Para Menteri.
