Peraturan ini mengubah: 1. Keputusan Presiden Nomor 8 Tahun 2000 tentang Penugasan Wakil Presiden Melaksanakan Tugas Presiden Dalam Hal Presiden Berada di Luar Negeri

Keputusan Presiden ini dikeluarkan untuk menugaskan Wakil Presiden melaksanakan tugas sehari-hari Presiden selama Presiden melakukan kunjungan kerja ke Malaysia dan Thailand dari tanggal 28 Agustus 2003 hingga 1 September 2003. Penugasan ini bertujuan untuk memastikan kelancaran pelaksanaan pemerintahan selama Presiden berada di luar negeri. Keputusan ini didasarkan pada Pasal 4 ayat (1) UUD 1945 dan Ketetapan MPR Nomor VII/MPR/1973, serta merujuk pada Keputusan Presiden Nomor 8 Tahun 2000.
