Keputusan Presiden ini bertujuan untuk mengesahkan 'Trade Agreement between the Government of the Republic of Indonesia and the Government of the Czechoslovak Socialist Republic' yang telah ditandatangani di Praha pada tanggal 11 Maret 1975. Pengesahan ini dilakukan karena Pemerintah Republik Indonesia tidak berkeberatan terhadap persetujuan tersebut. Keputusan ini didasarkan pada Pasal 4 ayat (1) dan Pasal 11 Undang-Undang Dasar 1945 serta Amanat Presiden kepada Ketua Dewan Perwakilan Rakyat tanggal 22 Agustus 1960. Keputusan ini mulai berlaku pada tanggal ditetapkannya dan diundangkan dalam Lembaran Negara Republik Indonesia.
