Keputusan Presiden ini bertujuan untuk mengesahkan 'Trade Agreement between the Government of the Republic of Indonesia and the Government of the Syrian Arab Republic' beserta protokolnya, yang telah ditandatangani di Damaskus pada tanggal 18 Maret 1976. Pengesahan ini dilakukan setelah mempertimbangkan surat dari Menteri Luar Negeri dan tidak adanya keberatan dari pemerintah. Keputusan ini menetapkan bahwa perjanjian tersebut mulai berlaku sejak tanggal ditetapkannya keputusan ini, dan akan diumumkan dalam Lembaran Negara Republik Indonesia.
