Peraturan ini menambah Keputusan Presiden No. 16 tahun 1968.

Keputusan Presiden ini menetapkan bahwa projek-projek yang tercantum dalam lampiran keputusan ini diakui sebagai projek Pemerintah. Tugas dan kewajiban yang telah ditetapkan dalam Keputusan Presiden No. 16 tahun 1968 berlaku sepenuhnya sebagai pedoman kerja untuk projek-projek tersebut.
