Latar Belakang dan Tujuan: Keputusan ini diambil berdasarkan kasus penggelapan uang negara oleh Sdr. A. Gultom, bekas pegawai Pelabuhan Belawan di Medan, yang telah menyebabkan kerugian negara sebesar Rp. 2.020,-. Meskipun Sdr. A. Gultom telah menjalani hukuman penjara, ia tetap diwajibkan untuk mengganti kerugian negara sesuai dengan Pasal 74 Undang-undang Perbendaharaan Indonesia. Tujuan dari keputusan ini adalah untuk memastikan penggantian kerugian negara tersebut.

Ketentuan Substansial: Keputusan ini menetapkan bahwa Sdr. A. Gultom harus mengganti kerugian negara sebesar Rp. 2.020,-. Letter from the Minister of Transportation dated November 10, 1954 No. K 2/45/24, which announces that Mr. A. Gultom, former employee of the Belawan Port in Medan, will be subject to a claim for compensation based on Article 74 of the Indonesian Treasury Law for the replacement of state losses amounting to Rp. 2,020, - as a result of embezzlement he committed; for the embezzlement, he was sentenced to one year in prison by the Medan District Court with a decree dated January 5, 1954 No. 1020/1953, and he was given the opportunity to submit a written defense to the Ministry of Transportation within 14 days after receiving the letter from the Minister of Transportation;
