Komdigi Encourages AI Industry Participation Through Letter Number B-68/DJED.3/PI.02.05/05/2026 for the Preparation of the Annual Report Format
Introduction
On May 4, 2026, the Directorate General of Digital Ecosystem of the Ministry of Communication and Digital Affairs (Kementerian Komunikasi dan Digital, "Komdigi"), through the Director of Artificial Intelligence and Emerging Technology Ecosystems, issued the Letter of the Director of Artificial Intelligence and Emerging Technology Ecosystems Number B-68/DJED.3/PI.02.05/05/2026 on the Request for Input regarding the Annual Report Format for Business Actors under the Artificial Intelligence (AI) Sector KBLI. The Letter is addressed to businesses under KBLI 62015 and 62194, as well as related parties, to request feedback on the draft annual report format before such format is stipulated as a mandatory supervisory mechanism.
The preparation of the report format serves as a follow-up to the obligations set forth in Regulation of the Minister of Communication and Digital Number 15 of 2025 on Business Activity Standards and Product/Service Standards for Risk-Based Business Licensing Operations in the Postal, Telecommunications, and Broadcasting Sectors, as well as the Electronic Systems and Transactions Sector. The government prepared the report format to support the supervision and evaluation of business activities, as well as to measure the use of digital technology in the field of artificial intelligence. Through structured data collection, the government also encourages the development of a national Artificial Intelligence ("AI") ecosystem and the formulation of evidence-based policy that corresponds to industry conditions.
Key Provisions
Public Participation and Document Validity
On pages 1 and 2 of the Letter, Komdigi requests businesses to review and provide feedback on the draft annual report format. Several matters to note include:

In the General Information Annex Letters A through E, the government requests companies to submit information related to their profiles and business activities. Some of the information that must be reported includes:

Inclusion of the WhatsApp number of the person in charge of the report along with their position (Director/Equivalent, Manager/Equivalent, Supervisor/Equivalent, or Others).

Attachment of the company's organizational structure.

Data collection on the number of technical human resources holding an Indonesian National Work Competency Certification (Sertifikasi Kompetensi Kerja Nasional Indonesia, "SKKNI") in the fields of AI, Internet of Things ("IoT"), or Blockchain.

Inclusion of the company's business scale, ranging from Micro to Large, along with the company's annual revenue.
Transparency of Infrastructure and AI Operational Metrics
In the Technical Information Annex Numbers 1 through 4, the government requests companies to submit information regarding the AI technology and infrastructure used in their business activities. Businesses are required to report the following:

The types of business activities and AI technologies used or developed, including a statement if the company only provides AI consulting services or AI infrastructure without conducting AI technology development.

The AI infrastructure used, including the cloud computing provider, GPU or AI accelerator specifications, data storage capacity, Machine Learning Operations ("MLOps") platform, as well as the ownership status and location of the Data Center.

Statistics on the use or development of AI up to the end of December of the previous year, which cover the number of active clients, AI projects, platform users, number of AI models developed, installed and utilized GPU capacity, and the volume of data processed.
AI Governance and Dataset Management
In the Technical Information Annex Numbers 5 and 6, the government requests businesses to submit the implementation of AI governance and data management used in their business activities. In this section, companies are requested to:

Attach documents related to internal policies on AI bias mitigation, model transparency, Explainable AI, human oversight mechanisms such as Human-in-the-loop, AI ethics, personal data protection, cybersecurity, API security, dataset protection, and security audits.

Submit information regarding dataset management covering data sources, data management and protection methods, as well as the frequency of data updates, whether in real time or in batches.
Product Catalog and Ecosystem Impact Assessment
In the Technical Information Annex Number 7 and the Other Information Annex Numbers 1 through 3, the government requests companies to submit information regarding AI products, ecosystem collaborations, and the impact of AI use in their business activities. The information that must be submitted includes:

A list of commercial AI products along with their implementation status, distribution models, and the sectors of product users.

Forms of collaboration with universities, the government, the industry, or other parties.

A self-assessment on a scale of 1 to 5 regarding the impact of AI use on economic, social, and environmental aspects.

Attachment of supporting documents such as product lists, research publications, and other related documents.
Transitional Provisions
Through this letter, the government requests businesses under KBLI 62015 and 62194 to prepare the required data and information in the annual report format. Businesses may also submit feedback or input on the draft report format via email to lyst001@komdigi.go.id no later than May 24, 2026, which has subsequently been extended until June 5, 2026.
